paint not sticking to areas of new plaster

As title. Most of the walls are ok. But there are a couple of patches, round the wall edges and odd spots here and there the paint won't stick too.
I used a 50/50 mist cost.

From what I have seen online it could be pva which the plasterers left behind!

I tried sanding which helped minimally.

Any ideas how I fix this without leaving patches. [/code]

Use a thinned coat of oil based undercoat, let it dry and then emulsion as before.
