Advice sought ...
I have stripped wallpaper from my lounge to find what appears to be a layer of paint under it which is, in some areas, far from sounds (flaking off etc).
I want to paint the walls.
Am I OK to rub down to get rid of flaky areas and then paint or do I need something to stop this under-paint flaking any further ?
