Paint under wallpaper

Note to self - search before posting.
If you are having this problem, search for "paint under wallpaper" and there are several helpful responses.
Would have deleted thread but cannot see how to.

Advice sought ...
I have stripped wallpaper from my lounge to find what appears to be a layer of paint under it which is, in some areas, far from sounds (flaking off etc).
I want to paint the walls.
Am I OK to rub down to get rid of flaky areas and then paint or do I need something to stop this under-paint flaking any further ?

how old might the paint be? Is the paint a pastel colour?

Post a photo.

test a flake in cold and in boiling water. Does it dissolve in the hot one? Does it have an unpleasant smell when wet?
