Painted bichumin on frail concrete floor

During refurb a thick layer of blackjack type bichumin was painted onto concrete floor as a damp proof barrier. It never took properly and some areas peeled away quickly. I want to remove the stuff (advice of professional flooring chap) and lay vinyl. I can scrape it but this is verytime consuming and often scratches and damages the concrete base.

Anyone have suggestions for a suitable cleaning solvent/method please?

troble with solvents is they will soak into the concrete, and carry the dissolved bitumen in further
