Painted Hammerite red oxide onto steel then it rained

Hi all,
I painted Hammerite red oxide onto steel gate frame day before yesterday, then it rained yesterday for about an hour. I know red oxide is porous but I want to paint top coat over it. Does it need to dry out? If so, how long? It was a warm day today and forecast warm next 2 days.
Any advice appreciated as always.
