Painted Terracotta/quarry floor tiles !!! Help !!!!

Hi there we have inherited a painted tiled floor here in our B&B the property dates back to the 1800 and can only presume that the floor is layed directly onto the earth or at best with no membrane, there is some efforlescence coming through in places and this is why the previous people painted it. Problem is the paint keeps on lifting and looks unsightly, i have stripped some of the paint off butt the tiles are quite dull and lifeless and i would love to have them back to there former glory....

Any suggestions ???? either way what ever you think would work best !!!!
