painted window cills

hi,
ivw just moved house, the window cills are all painted brown, how far do i have to rub them down before repainting with gloss? down to bear wood or just a scuff up?

When a repaint is desired there is seldom if ever a need to strip back sound paintwork, if your existing painted surface is sound and intact it is already offering a great deal of protection. If this is the case, just follow the advice of which you have been offered.

The problem is that the thicker the paint (more coats) the less flexible it is - hence it cracks and crazes. You need to look at the condition of the existing coats first.

the paint on the window cills are fine, they girlfiend wants them white.

Once you have rubbed down, you will need to undercoat first.

As you are covering up brown, you will probably need more than one undercoat. Let each coat dry.

To be sure of a good finish without streaks, make sure the final undercoat covers all the brown, and is a 'solid' white. Then, when dry, apply the top gloss coat.
 
Are you certain the old brown cills are done in paint, or are they done in stain/varnish?
