Painting a 1950s bedroom wall.

I have just stripped wallpaper from a room intending to paint it
I notice that the walls are concrete render which have been painted over to a matt finish by some old blue paint probably original when the house was built in 1950
I tested an area by painting it with emulsion but it hasnt covered very well
I intend to paint it eventually with a textured paint as the walls are not in brilliant condition

Should i undercoat it with something ?
Can anyone recommend a paint that will cover blemishes in the walls?

Paint won't cover blemishes. Either line it or skim it.
