painting a wall, the paint underneath has begun to blister??

hi dont know if anyone can help i have just begun to paint in my kitchen and it seems that the moisture from the new paint has made the old paint underneath begin to blister. I tried leaving it at first hoping that it might dry out and return to normal but this has not happened. Early on i removed some old paper with a steamer and the paint around the paper became sticky and peeled almost like a skin. Does anyone know why this is happening please help!!!!! :(
 
Could be down to so many reasons nicky...but one things for sure, your going to have to get that dodgy layer of paint off somehow., it wont matter how many coats of paint or paper you put over it, you will always have the problem. it could be down to any of the following..or something ive missed..

The previous coat was over distemper

The wall wasnt washed down before the previous coat went on..there may have been grease etc on it

Incompatable paints.

Contamination on the wall...old paste etc..

So many reasons..
