What do you need to do to treat an old sill and repaint ?

I know i need to remove the flaking paint using a wire brush and scrapper. Then i will do a sanding.

What paint do i lay down as a base coat ?

Is there a special gloss i need to use or is any ok ?
 
is it made of wood?

how old?

what condition?
