Painting interior slightly damp walls in a very old house

Hi, all. I live in a 400-year old house on a main road, and it's impossible to prevent the walls (18 inches thick) being a bit damp. When I've had the stone work re-pointed they've used lime mortar. What is the best paint to use inside that will allow the walls to breathe? I used Dulux and Crown matt emulsion in the recent past but it is bubbling up.

Any ideas greatly appreciated. Thanks!
