Painting new plaster

Hi. I've just had my bathroom re-plastered and am going to paint it. The plasterer told me to put a coat of watered down emulsion on before the top coat to avoid streaks. Is this the best method and if so, how diluted do i make the paint? Would it be better to use a coat of diluted pva? And if went this way could i put the top coat straight on? Thanks.
 
Forget the PVA!!!

Diluted emulsion is what you want,,use matt emulsion and dilute it by about 25%...
