painting on pebble dash

Hi guys. i want to paint in white the outside of my property which was covered with pebble dash about 20 years ago. i have had a few people in to have a look at it and some say that before painting it we need to give a coat of stabilizer to make the stones stick together followed by two to three coat of paint. Others do not think i need to stabilize the wall but just thin the first coat followed by two top coats. The house was never painted before. What is the proper thing to do? Thanks for your time.

Stabilizer is important for proper finishing and if you are painting it after so many years then it is necessary. I have recently applied stabilizer on the outer wall of my kitchen.
 
If this is the first time of painting the Pebble dash, then use Stabiliser and two/three coats of quality masonry paint
