Painting over crazed paint

The paint on the walls in our kitchen has crazed, I suspect due to the type of paint underneath it.

How do I now achieve a smooth finish - is there some kind of primer I could use, or do I need to sand it all back, or what?

All suggestions appreciated.

how old is the house, and the paint?
 
House is 1750s, I believe. Paint is only a couple of years old. Not sure what type of paint topcoat is - probably just ordinary emulsion.
