Hi, want to repaint a textured celing white that is currently a light green, what's the best way to do it? Obviously can't sand it and if I remember correctly its not a matt paint so it will need some kind of primer but whitch one?

Why not?
You should lightly sand it to provide a key for the new layer of paint. The aim isn't to remove all the old layer

You can buy 'obliterating' emulsions which are typically white and cover dark colours as well, as well as trade emulsions.
Cheap DIY emulsions can be hopeless at covering dark colours, so avoid those.
