Painting over grainy plaster

Hi, I had to get the builder back to replaster over a poorly plastered wall. Not sure what he has done but the plaster is porus - almost like acne scarring on a persons face. When I run my hand over it I can feel the small holes. I have spoken to him to no avail and it looks like its down to is to sort out - any advice in how we can paint the wall would be much appreciated.

Picture? You will need to mist coat it before painting.

Or get a plasterer in to skim it...
