Painting over old mistcoat

Hi everyone

I was just wondering whats the best way to paint these walls.

They were previously wallpapered. This has been taken off which shows most of the wall previously having had a coat of mistcoat and a section off the wall having bare plaster. The wall paper was taken off via hot water not steaming and where there is bare plaster it came off in one go.

What would be the best way to get a good finish here? Would it be worth trying to sand all this paint off? I have used a scraper to take parts of it off but it has dented the wall a little so want to avoid doing this.

Any help would be appreciated.

Theres no major cracks or holes, looks like it was freshly plastered before wallpaper going on years ago.
 
I'm no expert, so take with a pinch of salt... If it was me id use Zinsser Gardz all over it first. Thay will deal with anything fresh plaster like. Then.

A. Paint over it with chosen top coat
B. Fill and sand any areas you want to perfect, the gardz in those bits, then top coat

It's actually what I'm doing right now under my stairs which is a mix of bare plaster and bare plasterboards, and soon to be taped joins hopefully.
