Removed old wallpaper on ceiling, patchy paint - paint over?

Hi there,

I have taken wallpaper off my bathroom ceiling and found a mixture of bare plaster and flaking paint.

I have taken a scraper and scraped off all the flaky stuff but the rest will not come off. Will I be able to just sand until smooth, mist coat and then paint over it?

If you've removed the flaky paint, you should be fine giving it a sand before painting.
