Painting skirting board caulk?

Whats the rule when painting the caulk between skirting boards and the wall?

Should the caulk be seen as being part of the wall, and painted with the wall colour paint, or should it be seen as part of the skirting and painted with the same paint as the skirting?

It isn't usually up the wall like that so you treat it as part of the skirting. That should have been wiped away before it went off leaving a nice gap filling amount flush with the top of the skirt.

And you can't easily sand it, either :-/ If it's not yet gone completely hard I'd hack it off and start again.

Point taken, that’s that’s just a small area, most of the remainder is fine.

So would any caulk behind the skirting normally be painted the same colour as the skirting?

Ideally you wouldn't use caulk at all except maybe for very thin gaps. It's not suitable for anything over about 2mm, as you have discovered. White filler should have been used instead, smoothed and lightly sanded off to look like a solid part of the skirting. What you have looks more like bathroom sealant!
