Paper border and painting

I have recently moved into a new house. The people before me had put a paper border up and afterwards painted over it. I dont like things like this as its noticeable so i have removed the border. Am now left with the oposite though where i have layers of paint and a lip where the border was. Can i paint where the border was so i level the paint off or is it best to sand the edges so you wont be able to see it when i paint over it please?

Scrape the thickness off then sand smooth, any remaining raised bits can be filled (feather the filler out from the edge of paint) then sand that smooth. If it doesn't hide it first time with the filler don't worry just fill again.

Any filling you do, paint over with a watered down Matt emulsion before putting the first coat on.
