Parking Standards - when do they apply?

I've submitted planning for a rear extention to my mid-terrace 2 bed cottage. It's a double storey extention which will make the property 3-bed.

The front of the property is within 1.5m of the public highway (I've a very small front garden).

A guy from the planning dept came round to take some photos etc and has since dropped me a quick email following the visit to say that according to parking standards, because I'm increasing the bedrooms, I'd need to allow for parking for 3 vehicles.

I don't have any parking at the moment except for the public highway (it's a quiet road with no parking restrictions). Obviously I only have access to the rear of my property via an access path across my neighbours rear garden - and with no space to the front of my property making such a provision for parking is impossible.

Any thoughts?

You need to check the council's policy on residential parking. TBH, 3 parking places for an enlarged mid-terrace seems well over the top. Normal provision for a typical 3-bed semi is two off-road places.
 
That sounds very wrong and definitely OTT. Chances are the planning officer is a bit confuse and its not really his place to say. They may well be policies at Local Authority level but if there is a concern regarding parking and therefore highways, he should really consult the highway authority (normally county council) for their comments. If you want to be proactive, try phoning the highways department of your county council as ask them what standards they would seek to apply.
