Part garage conversion...

I recently checked with the council for a part garage conversion in an integrated bungalow...i do not need planning permission, just BC inspection. They said charge was £330!
But this seems a lot if the electrics are done/signed off by an electrician and the window installed by proper installer. They said the fire rated partition has to be checked pre plastering and the door to bungalow will have a self closing mechanism.
As long as the first two are signed off is there any real need to pay the council? Is it only necessary to cover oneself for future house sale, though this is our last move!

Im also confused by a Certificate of Lawfulness? What is this and when is it required or advisable....is it instead of BC regs? or as well as?
