Part P required for thermostat installation?

Hello all, the RGI I'm using to install a new combi boiler says that he needs to get is 'mate' in to install the programmable thermostat for the boiler as it falls under part P. I understood that they are just open/closed circuits, or at worst low voltage, thus doesn't fall under part P.

I should also say that the thermostat is battery powered and the boiler already has a fused spur nearby.

Is he having me on?

I fit controls for various heating contractors and he isn't having you on.

The electrician will probably need to fit a fused spur (unless theres one there already) too.

Or if it's so easy you could do it yourself :)
