Party wall roofing issue

Hi all, we are in the process of buying a house and the party wall in the roof came up as an issue due to the brickwork falling apart and visible gaps. The house is 1900's semi detached.

It seems there are two "layers" of bricks.

Is this something that is costly to repair or is purely to stop neighbors access via loft.

It's a fire safety risk, nothing to do with the neighbours pinching the Christmas decorations.

It's not costly, but cost should be knocked off the selling price or get them to do it before the sale.
