Patio grout 'dust'

Hi folks
I've looked through and searched but can't find anyone with this issue in the past.

2 years ago I laid a patio and grouted using brush in silicon grout. 2 years in I'm still gettibg a fair amount of dust coming off the grout meaning I have to sweep the patio regularly to get rid if it. I also have to brush the joints to take out the excess dust.

It's almost like the surface needs sealing in some way. PVA seems the obvious type if solution but I know this isn't right for a patio.

Will a water seal (like no nonsense or thompsons) resolve this issue or is there something else I need to do to stop this?

I have absolutely no idea what "brush in silicon grout" is? The only successful brush in jointing materials are the polymeric resin based jointing compounds. Even these can get power washed out, but they do not dust.

We joint as we lay forming a solid pointed joint that is connected to the bedding material. Anything cement based that is brushed-in afterwards is absolute shoite.
