Paying for quotation

Hi

Just a quick question. I am undertaking a loft conversion and require structural steel. I emailed several fabricators and asked for estimates with structural drawings. I received several back and decided on the best one. Now one of the fabricators I decided against is invoicing me for a quotation. Is this normal? Nowhere in any correspondence or on their website is it stated that there would be a charge.
 
Well, from their point of view, it's worth a try, they're not getting the sale so they may as well have a go. Probably not good for their reputation but I don't suppose you were planning to use them again.
 
I figured that was the case, I can't quite see how I can be charged unless there was an agreement that there would be in the first place. I can't imagine they spent more than 10 minutes on the estimate in the first place. Will be interesting to see how much they are trying to charge!
