peeling paint on walls

i m just about to paint my hallway - i noticed down at the skirting area that the paint was starting to peel - i lifted a bit off which lead to another and another - looks like the paint is going to peel off like a wallpaper - it seems that the wall has been treated with a flexible seal paint - i intend to do the same with one of these damp seal paints like you get from screwfix - does anyone know if firstly they are any good and secondly can they be overpainted ?

if they are good i intend to proceed to the bedroom where behind the wardrobes the walls are black due to air flow through-i have those floor to ceiling wardrobes from ikea great for storage but let no air between the back and wall ! hence they site 3 inch from wall ! any advice much appreciated

Normally..yes and yes..

Theres no need to seal the walls that have got mould on them due to poor circulation...just wash the mould off with a weak solution of water/bleach and paint as normal...sealing wont do a thing.[/quote]
