Pergola planning permission?

I am thinking of getting Pergola built in my back garden for £1150 4.7m x 4.2m and legs width 150mm. The problem is i want it to be nearly the full length of my house. I know the maximum height can't be no more than 2.5m and within 2m of my boundaries. I don't mean to side stupid but does that mean if i keep within the height restrictions the pergola can be 0.5m close to my neighbours fence?

Any help much appreciated.
