Around the perimeter of my house (apart from the side which contains the driveway) there is an 8 inch section which contains stone chippings (to no significant depth). Does this serve any purpose? Will it be a problem to lay a patio right up to the house (below the DPC of course)?

so long as the paving is 150mm below damp then you should be ok. just fall the paving away from the building where applicable.
