Can anyone explain why non-compliant cans are allowed to be sold?
For the same reasons as non compliant numberplates, headlamp bulbs, children’s toys and dozens, if not hundreds of other items are. People will buy them, because they are cheap, usually from China, like you do.

I didn't ask why people buy. I am asking why people sell.

Nothing wrong with stuff from china. Pretty sure the compliant stuff are from china.

Probably truer to say there's nothing wrong with some stuff from China! But speaking as someone who worked for a company that imported a container-load of face masks from China during Covid and sent a few of them to a British lab for testing, I can assure you that it doesn't really matter what compliance text on some Chinese products says... ;)
 
Says more about the purchaser when they buy an item usually costing £50 for just £1.98 from China and expect the same quality.

Major car manuf. in Germany & the US have components produced in China, what matters is the QC.

The importer (our gaffer) learned a hard lesson on that one. China can do truly excellent stuff...

...if you pay for it.

It can also do really **** stuff, if that's your bag, and it can do it very cheap.

My stuff work. This was why I said it was down to the importer. My imports were all great over the years, except a recent £50 loss from a 1.97TB SSD. I didn't want to risk them recovering my personal data. So, I didn't bother to return that for repair. The loss covered all the free stuff they gave me for being a good reputation buyer. I have no complaints, and learned something valuable: SSD's are carp no matter what brand or who makes them. Data backup is now a constant part of my thinking because I still like the silence of SSDs.
