Thats a good reading Rob, where was it, close to a substation? Did you need to use another instrument as I take it its reading out of range?
 
If you check with your MCB manufacturer that a 100A BS1361 fuse is adequate to provide backup protection to your 6KA breakers there isn't a problem.

Are you testing the true Ze, disconnecting the earthing conductor & bypassing all MEB's?

The lowest Ze I ever saw was 0.08 on PME.
