Pipe blockage

Oil-fired boiler started locking out; got worse and worse, so called engineer. He (correctly) diagnosed a pipe blockage from tank (post filter) to boiler. Dug up garden, replaced pipe and all's well. Why do they block up? Can't be crap in there, as the filter would have caught it. Just curious.
