Pipe Hammer problem

Parent's house; persistent pipe hammer, even when no water appliances in the house are being used. Manifests itself as a loud THUMP or THUMP-THUMP, clearly audible in all parts of the house.

Mains water feeds kitchen tap at ground level, and cold water tank in attic. Hot water comes from HW cylinder on first floor. Immersion heater in cylinder, and a circuit from the CH. Boiler at ground level (non-combi), with a header tank at attic level. CH pump in first floor cupboard. One bathroom, WC, basin and thermo mixer shower fed from cold tank and HW cylinder.

Doesn't sound like it's coming from the cold water tank ball cock; if that was bouncing, wouldn't it generate more than just a single THUMP?

It sounds for all the world like one of the neighbours is shutting their water off and the resultant stop in the water flow is generating the THUMP and passing it through the pipes into our house. Is this too far-fetched?

Thoughts appreciated.

more so with 1/4 turn taps :idea:
 
If this turns out to be the problem, we can't get the neighbours to re-fit their water fixtures one by one, so where do I look for a solution?

Pressure reducers where the mains water comes in? Foam padding around the pipes?

Further thoughts, anyone?
