My electrician installed one of these last year. Eterna 28w 2D Circular Ceiling Fitting with PIR

It is now faulty (it works dusk to dawn not as a pir). He took it back to the supplier (Denmans), who have stopped stocking it as there have been so many problems with them.
So I now need a replacement. if the sensor has to be a separate item so be it, any ideas?. It does not have to be 28w, just low energy.
It is to light from either the top or the bottom of a staircase to a room above a garage.
