unable to use newly bought pc game due to lack of pixel shader? is this related to graphics card? if so is a new graphics card the answer and is it something i am likely to be able to change myself? advent pc with gforce 4 mx 440 8x 64mb

no idea what so ever.

how ever what are the rest of the pc stats, and what are the game requirements
 
intel pentium 4 512mb ddr 48x cd-rw 16x dvd 80 gb
game diagnostic says all ok bar pixel shader
 
That's an old, slow (for gaming) video card. Replace it with something like Radeon 1650 Pro or an Nvidia Geforce 7600GS or better 7600GT Either of these will let you play almost any game released in the next 12 months or so.
Make sure you get AGP Not PCI-express.


Shop around and you'll pay about £50-£60 You could spend more on an AGP card but not really worth it unless you have faster components, and yours sounds about 3-4 years old already.

Out of interest what game was it?

Well if you're not massively into gaming and just want to play this one game, see if you can get a radeon 9800pro, or nvidia 6600GT (better). You should be able to get either of these on eBay for about £20 - £35
