Planning and Permitted development in parallel

Hi All

we will soon be submitting a planning application for a rear 2 story extension, we also plan to convert our loft with a dormer which meets PD requirements. my question is can the planning and permitted development be submitted at the same time?

we ideally want to work on the loft conversion while we are waiting for the planning process.

and pros or cons you can see with this?

How are you going to build a rear two storey extension that won't be part of the loft conversion?
 
extension is flat roof and doesn't intersect the existing roof due to floor level changes

Does your local planning policy allow flat roofs at first floor level? Many do not.

You'll need to keep records of dates, and be able to justify any overlap of [significant] start of the PD works and submission of the planning application. Your problem will be that if you have works in progress that affect the external appearance then that would be expected to be shown on any planning application.
