Planning Permission - Building in two stages

Hello

I am hopefully going to build a garage where I currently have a side drive on the house and a old tin garage.

I am hoping to build the new garage over the side access first then, after a few years, continue the new garage over the footprint of the old tin garage.

I was hoping this will be able to cover this work under one planning application, is that best?

Also do I have to state on the form that it's going to be a phased construction? I just don't want to build it the first half and people thinking that's it and reporting it for not being how the designs show it for.

That's fine. From a Planning point of view, you can build it as slowly as you like.
 
Isn’t it so that once it’s started, you have no actual finish date deadline?
