It was changed to three years from five years for regular applications some time ago but I was not sure about the appeal because someone suggested it was only two years!

How does one apply to extend an application approved on appeal?
If not already done so, the Government will consider the extension to five years and send out a circular to the local councils.
A decision on appeal is exactly the same as a decision from the council and the same time limits will apply
The only way to extend the permission would be to re-apply or make a "significant" start - eg lay foundations, and then there is no time limit to complete
