Planning permission for electric front gate?

Hi

Am I correct in thinking that I will need planning permission if I wished to install a sliding electronic gate of 1.5m in height on my drive way if I want to secure my property if it fronts a highway?

And what if I want to remove one of the brick piers to widen the access of the drive way, and the existing pier / wall is 1.75m in height?
