Planning permission for large outside shed

Hi guys,

Just a general question, but our neighbour opposite us (end of garden) is doing some work on their place and garden. garden has been stripped back and today I noticed a very large footprint with cement foundation and sand in the middle at the end of their garden but pretty much up against our boundary fence. Looks likes it's goign to be a large shed or out office.

Just concerned that it might be an ugly structure and ruin our view, then again it may be nice wood and improve the view.

Was just curious whether they should have received plannign permission for this, i.e. allowing us to object or at least ask questions.
