Planning Permission Required?

My council uses a planning portal and cant find an answer to this on there.

We Own a Terraced house with shared porch, we want to move our front door forward and install a bigger size door and also put a brick wall up to separate the two front doors, we will also need to move the gas meter. Next door is council and we have a shared path half of which she used for her driveway (without permission) so my half of the shared path will I want to build a wall then do the driveway.

Do I need planning permission to do the wall and move the front door?

If you are not keeping the front door where it is but moving it forwards (to gain more space in the hall/entrance lobby?) it would be a front extension and would need planning permission.
