Planning Permission & support for garden studio

I plan to erect a 2.5m wooden garden studio in the corner of my garden around 1m from both boundaries. I know about the 2.5m rule but the thing is the neighbour at the back has lower level ground than ours - there's a supporting stone wall and their ground is about half a meter below ours. So from their perspective the studio will be around 3m high. Is this a potential issue as far as planning permission goes?

I imagine as well that I'll need pile supports down to at least their ground level to prevent the weight putting extra pressure on the stone wall. Any advice on how to build pile supports for a 5x4m wooden cabin?

The height is measure from the ground immediately next to the building not your neighbours ground level.

An easier way to avoid undermining the wall could be to put in a deep concrete pad foundation at each end adjacent to the wall and then bridge between with some concrete lintels and then support your floor/wall off the lintels.
