4m for a dual pitched (gable) roof but 3m for any other roof.

The OP has actually posted on another forum where some 3D elevations had been provided. Those show the existing gable roofed Garage with more of a lean-to roof for the workshop. To me, PD guidance wouldn’t see that as a dual pitched/gable roof hence the overall height being restricted to 3m.
