Planning spanning 2 properties

A friend has asked me to draw up a drive with access. He hasn't got enough width, so the neighbour says that he can buy a strip of his land to make it work IF planning is granted. Will it need 2 applications, one for each property?

You should be able to get away with one application in addition to serving notice on the neighbour via Certificate B/Notice 1.

Not sure how or what the legal implications are of this in terms of title deeds, etc...
