Plaster blown around flue

Buying a house and just had a good look round it. Early 70s semi, needs a lot of decorating etc. There is a gas fire in the living room downstairs, but no chimney breast - I believe the flue is somehow flushed in to the party wall.

In the front bedroom upstairs, there is a vertical bit where the plaster has all blown and cracked. I peeled a bit back and it's only maybe 4mm thick and I can see the breeze blocks behind it (but no sign of the flue?!)

In the loft directly above the affected area I can see a pipe emerge and snake across to the top of the roof and outside there's a ridge tile with a vent in it right where the flue terminates

Basically, how much of a problem is this? Am I looking at a re plaster job or something worse potentially? I can't see the state of the plaster around the fire itself as its covered in a load of 70s style wooden cladding. The plaster that has blown though does look original so has it maybe just gone with age and the heat?
