The gap between the plaster & the floor behind the skirting (usually 12-15mm) is there to avoid moisture wicking from damp floors into the plaster/plasterboard & causing damage. It’s traditional but not so critical with modern damp membranes in ground floors & has no real purpose on suspended floors. It can be useful in preventing plaster damage in the event of minor flood or over zealous use of water when washing floors.
also it stops the plasterer dragging crap through the wall wen he comes up from the bottom, and i know people will say sweep it before hand but you will still get crap at the bottom and you can bet your bottom dollar if you went right to the floor every time you would spend endless time picking floor crud out of your walls and have scar-ing everywhere
