plastered wall too glassy, paint cracking and flaking

It looks like the wall takes a mist coat, but after applying a second mist coat and a full final coat a few week later it starts cracking and flaking.
when a paint flake is removed it doesn't look like the mist coat has been absorbed by the plaster and has just built up on the surface!
If the plaseter has been polished too much what can I do to get the paint to take?

any advise? thanks in advance.

Well I would recommend using a decent paint for the topcoat and you might get somewhere.
You want a straight matt finish? dulux vinyl matt is good. cheap paints often crack like this, you get what you pay for.
