plastering on emulsion?

Problem. Plasterboarded ceiling has been skimmed but not very well - showing jointing tape. It has been emulsioned.
I would really like to get it re-skimmed. So is it necessary to re-board existing surface or severely scarfiy existing surface - with a Stanley knife for instance.
Ideally, because I'm a lazy bastard, I would just like to whack on some PVA. But I've got a feeling doing this would result in the lot dropping on my wife and dog.

Don't even consider severely scarifying your plasterboard ceiling with a stanley-knife or it will need a lot more than just a skim coat,you'll end up destroying it.As brist says,PVA and skim.
