Plastering over painted walls?

Hi Guys

First of all, apologies if this question has been asked many times already but I really need some reassurance.

Just wondering if anyone can help me? I’m looking to skim the toilet, its only small but after pulling the wallpaper off it revealed painted walls which have a slight sheen. Anyway, so far I have keyed the wall – first with a Stanley knife which I then followed with a nail and as a result has produced wide-ish and deep-ish grooves.

As the van is off the road at the moment, rather than getting WBA, I was going throw some sand into a PVA mix before applying it to the wall. I’m not sure if I am going OTT with the preparation work or not, but I really don’t want it coming off the wall a few months down the line.

Any advice would be great

OTT, IMO. Just PVA it as long as the toilet doesn't suffer from condensation drips around the system area. PVA and water don't mix.
 
Also, work whatever you use into the scores .

Ideally , brush off loose and dust with damp brush a while beforehand
