Plastic Heating Pipes - Cutting and Push Fit

I have plastic piping on the heating system and I was considering changing a long single panel radiator for a shorter double panel. This would mean I need to reduce the length of the pipes to the valves.

What is the best way to cut the piping? I guess a saw is not such a good idea - better to use a special tool?

Can I re-use the push on elbow to the valves?
