In my hallway, the paint finish seems to peel off the wall like a plstic coating. What paint does this? I'd say it was lining paper but it peels off like plastic, very thick. Under the paint is a modern skim. I add the only reason its peeling is where i have disturbed it, removing banister brackets. It is very hard to make it look decent, even sanding the disturbed edges you can still see it.

Looks like the wall was not primed prior to top coats. The paint does not soak into the plaster and just sits on top meaning poor adhesion and future problems!
